No More Bleed and Win

Political schemes are afoot as congress anticipates the report to be delivered by David Petraeus this Monday. Our pitiful and pathetic democracy has been reduced to outsourcing its national security policy to a general with a history of erroneous assessments about progress in Iraq. This is what Petraues wrote in his opening paragraph for an op-ed in the Washington Post on September 26, 2004:

“Helping organize, train and equip nearly a quarter-million of Iraq's security forces is a daunting task. Doing so in the middle of a tough insurgency increases the challenge enormously, making the mission akin to repairing an aircraft while in flight -- and while being shot at. Now, however, 18 months after entering Iraq, I see tangible progress. Iraqi security elements are being rebuilt from the ground up.”

Think about it. Three years ago he claimed tangible progress was being made inside Iraq and this very same man’s testimony is being anticipated with more reverence than Moses upon his return from Mt. Sinai.

It has come to this because nobody believes a word President Bush says anymore while the so-called opposition Democratic Party suffers from battered wife syndrome. Meanwhile, Republicans in congress are desperate for cover yet still hoping they can turn their jingoism knife into Democrats as they did after Vietnam. Hence, Bush needed a new medals wearing puppet to serve as his mouthpiece while members of congress are poised to either exploit the veneer of Petraeus’s medals or cower behind the weasel words of "bipartisanship."

It’s a sick kabuki dance. Congressional Republicans want to save face and ensure their survival in the post Bush era. If they can sign onto bipartisan legislation that establishes force reduction as a goal without a mandated target date for withdrawal, they will have the cover and save face. And later they can always turn on the Democrats with their jingoism knife when the moment is right for “losing Iraq.”

Democrats are hoping to implement a strategy of bleed and win. They oppose the war rhetorically but don’t have the nerve to follow through where it counts and cutoff funding. The Iraq war has served Democrats well, driving down Bush’s ratings and filling up party coffers. I’m not so sure they really want it to end at this point.

So after Petraeus delivers his report, enough Republicans will likely join Democrats on legislation that won’t end the war. Yes some forces will be reduced next year out of logistical necessity and the Democrats will claim they forced “a change.” But the war will go on still and more will die for no good reason. A political solution with regional input that also includes Iraq’s neighbors contributing to reconstruction is the only way to go and can’t happen with our toxic presence.

Watching this insanity I can’t help but think of Minnesota Senator Paul Wellstone. Senator Wellstone, along with his wife and daughter tragically died in a plane crash on October 25, 2002. Five years ago the political climate was very different. Yet Wellstone, with the political winds in his face during a tough re-election fight didn’t waver. Prior to voting against authorizing the use of force in Iraq, Wellstone simply said,

“I’m not making a decision I don’t believe in.”

Sadly, too many members of congress don’t possess the Wellstone standard about their decisions. Most are content to let the war go on and score political points to their advantage as best they can. They care little for the blood that is shed. Unlike Wellstone, the prestige and perks of power matter more to them. Both parties are hoping to implement a strategy of bleeding in Iraq while winning at the ballot box.

I worked my butt off to elect Democrats in 2006 but to this point they only seem to care about “bleeding and winning.” They're not inclined to make policy decisions based on what’s right like Paul Wellstone. But hopefully there are enough Democrats who can be forced to acknowledge the will of the people. Perhaps not but we still have to try.

Most Republicans of course are beholden to a crazy constituency that wouldn’t know the truth if it hit them in the face with an exploding cannon ball. Sadly, too many Republicans are feculent and completely beyond redemption. Some of their senators however may serve in states with enough blue leaning voters that they can’t simply dismiss antiwar sentiments. A few house Republicans are feeling heat too.

Make Your Voices Heard

It’s not possible to be a little bit pregnant. Yet the Bush Administration prosecuted the Iraq War as if they were awaiting the results of a pregnancy test. Under Donald Rumsfeld the Pentagon tried to win on the cheap. Without boots on the ground however order could not be established after Saddam fell.

In 2004, President Bush ridiculed John Kerry during his re-election campaign for suggesting more troops were required. In his twenty minute speech last night the President finally acknowledged an insufficient number of troops resulted in chaos. Iraq was a war of choice and Bush waged it with timidity while claiming the fate of western civilization was at stake.

Of course this war was never about weapons of mass destruction, democracy, liberating people, empowering moderate Islam or saving western civilization. Thousands of young soldiers and who the hell knows how many Iraqis at this point have died for war profiteering, oil and to market George Bush as a magnificent war leader. Iraq was a neat diversion allowing Bush and his cronies to steal billions of dollars.

Underneath all the rhetoric about winning and catastrophic consequences if we don’t prevail is the truth. The simple truth is that 20,000 troops will not make a strategic difference. At this point military tactics are useless. The best we can hope for is containing the violence within Iraq’s borders until they grow tired of killing each other.

A policy of containment is despicable because it leaves Iraqis in the lurch after we wrecked their country. Shamefully, Bush/Cheney's incompetetence leaves us no choice. Our military presence will not facilitate a political solution. Containment is the only viable option left through a strategic redeployment.

The Bush/Cheney Administration is aware of this reality. They’re not as stupid as many people think they are. Hence, the “surge” is not about winning. Bush/Cheney are hoping to kick the can down the road with Iraq. They don’t want a helicopter lifting off the rooftop in Saigon moment happening on their watch. They prefer retreat to take place under the next president. If some more American soldiers must die or become permanently wounded, so be it. They don’t care.

Meanwhile, these insipid sociopaths are hoping they can divert us into another war by blaming the Iranians and Syrians for our failures in Iraq. It’s not hard to imagine another speech in five or six months claiming all of Iraq’s problems will be solved if we topple the regimes in Teheran and Damascus. The neocons especially want a crack at Iran. Finishing the job right in Afghanistan is not sexy enough for the neocons. They're a waste of skin.

A wise office colleague of mine wonders why the neocons have stopped distancing themselves from the Bush Administration and embraced “the surge.” It had become fashionable for intellectual elitist right wing crazies such as William Kristol to diss the Bush Administration about Iraq but lately they’ve been having love-ins. Perhaps the neocons know this surge is a pretext to widen the war and go into Iran? Just as Nixon’s escalation in 1970 resulted in an illegal invasion of Cambodia? Are we going to let it happen?

Non-binding congressional resolutions make for nice symbolism and may demonstrate bipartisan opposition to the Bush regime. Congressional leaders are pushing for that and Republican legislators may see it as an easy way to voice their opposition without having to really confront their President. I hope such a resolution leads to stronger action by congress. By itself however a non-binding resolution is worth a bucket of warm spit. Lives are on the line. As I've written previously there are only three viable options to save our country:

• Impeachment and removal of both President Bush and Vice President Cheney;
• Invoking the War Powers Act;
• Cut off funding.

Also, don’t be shy about writing editorials to your local newspaper. Even if they’re not published, letters to the editor may influence how newspapers cover the war and can have a ripple effect. Your obligation as a citizen doesn’t end on Election Day when your country continues to pursue a collision course with calamity.

Democrats Take the Gavel

This week we were reminded how fragile the new Democratic majority is when South Dakota Senator Tim Johnson had brain surgery on Wednesday. Nevertheless, Democrats are assuming the reigns in January and their incoming committee chairmen have said they will hold a series of hearings and investigations to promote phased withdrawal of American troops from Iraq.

There is plenty of material for Democrats to examine: war profiteering, prewar intelligence, the shameful treatment of detainees at Abu Ghraib and Guantanomo Bay and the governments domestic surveillance program.

I am especially interested about what Congressman Henry Waxman, incoming chairman of the House Reform Committee will find. Waxman and his staff are renowned for their investigative talents and aggressiveness.

We can expect President Bush will fight subpoenas all the way to the Supreme Court and obstruct congress as much possible. Even so I suspect the public will receive an extensive education about the Bush Administration's criminal activity.

Unfortunately when Bush is out of office historians may be limited by what they can turn up. One of Bush's first executive orders after 9/11 limited public access to his presidential papers after leaving office. The cover-up was underway before the crimes were committed.
